10-3-7: INSPECTIONS:
   A.   Authority: The electrical inspector shall inspect all electrical equipment installed or altered in the village and shall require that it conform to the standards and specifications prescribed in this chapter.
   B.   Open Wiring Required:
      1.   All installations or alterations of electrical equipment shall be inspected before any of the work is hidden from view.
      2.   The electrical inspector is empowered to remove, or cause to be removed, from a building to be inspected pursuant to this chapter, any material applied which might conceal wiring or interfere with a thorough inspection.
   C.   Precovering Inspection And Certificate Of Inspection:
      1.   After the wires are drawn in the conduits, or conductors mounted, properly spliced, and ground wire grounded, and before the wiring is concealed, it shall be the duty of the persons making the electrical installation or alteration to notify the electrical inspector who shall inspect the work. This subsection shall apply to all laying, repairing, and installing of underground wire, cable, conduits, conductors, and other electrical apparatus; provided, this subsection shall not apply to same when performed by a public utility regulated by the Illinois commerce commission. Failure to obtain the inspection prior to covering the included work shall be grounds to reject the work until it is uncovered for inspection purposes and to refuse to issue a certificate of inspection unless and until it is uncovered for inspection purposes.
      2.   The electrical inspector shall issue a certificate of inspection and place it on the service entrance disconnecting device before the system may be connected to the electrical supply mains for use.
   D.   Final Inspection And Certificate Of Inspection: Upon completion of any installation or alteration of electrical equipment, it shall be the duty of the person making the installation or alteration to notify the electrical inspector who shall make the required final inspection of the work, and if the work meets all the standards prescribed by this chapter, he will issue a certificate of inspection.
   E.   Use Of Electricity For Construction: Nothing in this chapter shall restrict the issuance of a certificate by the electrical inspector for the use of electricity for construction purposes.
   F.   Grounds For Issuance Of Certificate Of Inspection: No certificate of inspection shall be issued pursuant to this section unless the electrical installation and equipment are in strict conformity with all the provisions of this chapter and other ordinances of the village dealing with electricity and the statutes of the state.
