10-3-5: PERMIT REQUIREMENTS:
   A.   Permit And Compliance Required; Failure to Obtain Permit: No person shall install or alter electrical equipment in the village without first obtaining a permit therefor from the electrical inspector, as prescribed in this section. Strict compliance thereafter is required in conformity with the electrical code as adopted by the village and all other applicable regulations.
   B.   Eligibility For Permit: No permit required by this section shall be issued to any person except the following:
      1.   An electrical contractor who is registered in accordance with the provisions of this chapter.
      2.   The owner-occupant of a single-family dwelling may, with the assistance of any member of his immediate family, personally carry on in his dwelling any work governed by this chapter without having to be a licensed electrical contractor; however, the owner-occupant shall obtain a permit for any such work and shall call for an inspection as prescribed in this chapter, and all work so performed shall fully comply with the provisions of this chapter.
   C.   Application For Permit:
      1.   Any person desiring a permit required by this section shall file with the electrical inspector an application therefor, in writing, which application shall describe in detail such materials and apparatus as are intended to be used and the location, by street and number, where the electrical equipment is to be installed, and the application shall be accompanied by plans and specifications showing in detail the location, nature and character of all electrical work proposed to be done under the permit.
      2.   All applications for a permit required by this section to install electrical wiring systems by an owner-occupant shall be accompanied by plans or sketches indicating the following information:
         a.   The outlets connected together.
         b.   The number of outlets on each circuit.
         c.   The number of proposed circuits.
         d.   The number and size of wire to be drawn, or the type of cable used.
         e.   The complete service distribution device and grounding methods.
         f.   The type of material to be used, by trade name, brand and size.
   D.   Permit Fees:
      1.   Payment Required: Before any permit required by this section is issued, the applicant therefor shall pay the appropriate permit fee, as established in this section, to the village clerk.

1.   Or the total hourly cost to the jurisdiction, whichever is the greatest. This cost shall include supervision, overhead, equipment, hourly wages and fringe benefits of the employees involved.
2.   Actual costs include administrative and overhead costs.
 
   E.   Issuance Of Permit: Upon receipt of the application for a permit required by this section and the approval of the plans and specifications by the electrical inspector, the permit shall be issued.
   F.   Duration Of Permit: Every permit issued shall become invalid unless the work on the site authorized by such permit is commenced within one hundred eighty (180) days after its issuance, or if the work authorized on the site by such permit is suspended or abandoned for a period of one hundred eighty (180) days after the time the work is commenced. The building official is authorized to grant, in writing, one or more extensions of time, for periods not more than one hundred eighty (180) days each.
