10-3-3: ELECTRICAL INSPECTOR:
   A.   Office Created: There is hereby created the office of the electrical inspector. The electrical inspector shall be the head of the electrical department.
   B.   Appointment And Qualifications: The electrical inspector shall be appointed by the village president, with the advice and consent of the board of trustees. He shall be an electrician of good moral character, a legal resident of the village with a minimum of five (5) years' practical experience as a journeyman electrician.
   C.   Powers And Duties:
      1.   Generally:
         a.   It shall be the duty of the electrical inspector to arrange for the issuance of permits required by this chapter, and to inspect all electrical wires, conduits, supports and apparatus, and administer enforcement of laws, rules and regulations relating to the use of public streets for electrical wires and apparatus in public and private buildings.
         b.   The electrical inspector is charged with the duties of making a periodic inspection of all electrical equipment used within the village, and shall inspect at reasonable hours any premises, building, or other structure where electrical equipment is used.
      2.   Enforcement: The electrical inspector shall be charged with the duty of enforcing all provisions of this chapter and other village ordinances now in force, or which may be hereafter enacted, pertaining to the installation of electrical equipment and for the protection of lives and the prevention of fires.
      3.   Inspections: The electrical inspector shall have the power to inspect, approve, control, and supervise the installation, alteration, repair or replacement of all electrical equipment in the village, and shall have the power to enter into premises, buildings, or other structures in the course of the exercise of that power.
      4.   Administrative Search Warrants:
         a.   If an owner, occupant, or lessee of any premises, building, or structure refuses the electrical inspector access for the purpose of inspecting electrical equipment, the electrical inspector shall have the power to apply to a court of competent jurisdiction for an administrative search warrant.
         b.   In the event any owner, occupant or lessee refuses to allow inspection by the electrical inspector pursuant to this chapter, it shall be the duty of the electrical inspector to apply to a court of competent jurisdiction for an administrative search warrant for purposes of inspecting the premises, building or structure.
      5.   Emergency Authority: The electrical inspector shall have the emergency power to order the immediate cutting off of electric energy within the village where the energy or electrical equipment employed in conjunction therewith constitutes a substantial danger to the people of the village, where the electrical energy equipment interferes with the work of the police or fire department, or where the electrical energy or equipment interferes with emergency rescue operations.
      6.   Issuance Of Permits And Certificates: It shall be the duty of the electrical inspector, and he shall have the authority, to issue electrical permits upon receipt of a fully completed application therefor, and to thereafter inspect, supervise, and control the installation, repair, authorization, or replacement of electrical equipment and to issue certificates of inspection and compliance where the work done is in compliance with this chapter. It is further the duty of the electrical inspector to issue permits for the installation of electrical equipment to be used solely for construction purposes.
      7.   Records Kept: The electrical inspector shall keep or cause to be kept a full and complete record of all work permits issued and inspections made, and shall at all times keep accurate maps and drawings of all village electrical wiring, apparatus, supports and subways, poles, and all electrical apparatus that may be connected with the traffic signals and police and fire alarm systems, which drawings and maps shall be the property of the village.
      8.   Reports Required: The electrical inspector shall make a monthly report to the village board of trustees of all his acts, accomplishments and doings during his term of office and shall make an annual report thereof to the village board of trustees on March 31 of each year.
