9-3-7-3: PRELIMINARY TREATMENT OR FLOW EQUALIZATION:
Where preliminary treatment or flow equalizing facilities are provided, they shall be maintained continuously in satisfactory and effective operation by the owner at his expense. (Ord. 1023, 6-15-1992)
