5-2-4: NUISANCES PROHIBITED; ADDITIONAL REMEDIES:
   A.   It shall be unlawful for any person to create or maintain, or permit the creation or maintenance of, a nuisance as described in section 5-2-3 of this chapter upon property under such person's control.
   B.   Proceedings under this chapter shall not prevent the village from seeking any other judicial remedy to abate any nuisance. Furthermore, payment of a penalty does not alleviate the violator's responsibility to remedy the violation. The owners or occupants of the property on which any of the conditions described in this chapter exist shall be jointly and severally responsible for the removal and shall be jointly and severally liable for the expense of its removal in the event it becomes necessary for the village to remove and dispose of the same.
