(a) From the effective date of this section, all owners of rental property within the Village of Milan, Ohio, who provide Village utilities included in the rental rate, shall provide to the Village Utility Department, the name, service address and social security numbers of the individuals renting property within the Village.
(b) All individuals applying for Village utility services shall provide to the Village Utility Department their social security numbers upon the application for Village Utility Service.
