The Commission shall have the duty and authority to conduct any action in conformance with and in furtherance of the latest Plan approved by Council. Any action by the Commission not authorized by the latest approved Plan must be separately approved by Council. If Council desires the Commission to conduct tasks outside of the Plan, it shall communicate the request to the Commission in writing.
