The following definitions shall apply only to the provisions of the Design Review Regulations of the Codified Ordinances of the Village of Milan.
(a) "Alter or alteration" means any material change in an external architectural feature of any commercial/industrial property which lies within the C-1 Central Business District of the Village, including demolition, removal, construction, modification to existing signage or placement of new signage, roofs, windows, siding, awnings/canopies, additions, doors/entrances, but not including the
landscaping of real property. Repainting a structure the same color and color scheme as existed immediately prior to such repainting shall not constitute an alteration.
(b) "Applicant" means any owner, owners, person(s), association, partnership, Trust, Limited Liability Company, corporation, or an agent of any of the foregoing who applies for a zoning and/or building permit in order to undertake any change on property subject to this chapter.
(c) "External Architectural Feature" means the architectural style, general design and arrangement of the exterior of a structure including, but not limited to, the type of color (for new construction and rehabilitation) and texture of the building material, doors, windows, roof, porches and other appurtenant fixtures.
(d) "Commercial/Industrial Buildings and/or Structures" means all buildings and/or structures with the exception of one and two family dwelling units and their accessory buildings and /or structures.
(e) "Preservation District" means any area within the C-1 Central Business District of Village of Milan, Ohio, designated by Council to be subject to the provisions of this Chapter.
(f) "Council" means the Village of Milan Council.
(g) "Design Review Board" If the Board and owner are unable to work out an alternative plan or if the owner does not wish to take this action, the owner may take the written decision of denial from the Design Review Board and make an appeal to the Village of Milan Council.
