The Village's base electric rates and charges set forth in Sections 929.01, 929.02 and 929.03 of the Codified Ordinances shall be adjusted each month for changes in the Village's running three-month average Power Supply Costs, as specified below:
(a) Monthly Determination of Power Supply Cost Adjustment:
(1) Each month, the Village's running three-month average Power Supply Cost per kWh shall be determined by dividing (1) the sum of the previous two and current months' total power supply costs from all suppliers, including costs associated with development, ownership and operation of generating resources, plus the sum of the previous two and current months' transmission related charges and AMP service and dispatch fees, by (2) the total energy delivered to the Village in the previous two months and current month.
(2) If said running three-month average Power Supply Cost per kWh for the current month is above or below $0.067000 per kWh (determined to 6 decimal places or $1.000000), the Village's base electric rates per kWh shall be increased or decreased in the manner specified in (3) & (4) below.
(3) Any increase or decrease per kWh above or below the base cost of $0.067000 per kWh shall be determined to 6 decimal places and the resultant differential, shall be multiplied by 1.15 to compensate for Electric System Energy Losses.
(4) The Village's base electric rates per kWh set forth in Village's base electric rates shall be increased or decreased accordingly.
(b) Application of Power Supply Cost Adjustment to All Customer Bills:
(1) Any applicable adjustment shall be applied to the kWh billed Consumer for the meter reading period that Village determines as most nearly corresponding to the meter reading period(s) set forth in Village's purchased power billings from its supplier(s).
(2) All adjustments shall be applied to the total kWh billed to Consumer, and shall be in addition to the other applicable charges set forth in the Village's base rate schedules.
