139.06 AUXILIARY POLICE UNIT.
   (a)   There is created an auxiliary police unit within the Village of Milan Police Department, and the Mayor shall be the executive head of the unit and shall make all appointments, subject to the approval of Council, and removals, not subject to Council approval, of auxiliary police officers, but further subject to the general rules prescribed by Council by ordinance, and shall prescribe rules for the organization, training, administration, control, and conduct of the auxiliary police unit. The Chief of Police shall have exclusive control of the stationing and transferring of all auxiliary police officers, under such general rules as the Mayor prescribes.
   (b)   Auxiliary police officers shall be at least twenty-one years of age and shall serve as long as the Mayor may direct, or until a resignation submitted by a member has been accepted by the Mayor, and such auxiliary police officers are not required to meet any residency requirements.
   (c)   The auxiliary police unit will have all police powers, but shall perform only such police duties as assigned by the Chief of Police and shall act only when in the prescribed uniform or portion thereof. The Chief of Police shall prescribe the time and place such uniform shall be worn. Such auxiliary members shall obey the chain of command of the Police Department and shall take orders from all regular appointed members thereof.
   (d)   All services performed by auxiliary police officers shall be on a voluntary basis and within the Village and auxiliary police officers shall be paid one dollar ($1.00) or more annually.
   (e)   The creation of the auxiliary police unit is declared by Council as an exercise by the Village of its police powers for the protection of public peace, health, property, safety and general welfare, and neither the Village nor agent nor representative of the Village, an officer appointed under the provisions of this section, or any individual, firm, partnership, corporation, or the receiver or trustees or any other agent thereof, who in good faith executes any executive order, rule or regulation promulgated pursuant to the provisions of this section shall be liable for injury or damage sustained to person or property as the direct or proximate result of such action.
