(a) All underground gas, telephone and electric lines shall be so designed and constructed as to avoid conflict with the water and sewer lines.
(b) All trenches under the paved areas shall be backfilled with sand, gravel or screenings, unless otherwise directed by the County Engineer.
(c) Poles for above ground utilities shall be located on rear property lines as near as possible.
