(a) The owner shall construct all necessary sanitary sewers, including manholes, house laterals and other incidentals, according to the standard established by the County Sanitary Engineer.
(b) No plat showing subdivision of a parcel of land into two or more smaller parcels and intended for residential, commercial or industrial structure which are so located as to require individual sewage disposal systems shall be approved by the Village authorities until investigated and approved by the Health Commissioner or his authorized agent; and no building permit shall be issued until a percolation test has been submitted to and approved by the Health Commissioner or his authorized agent.
