1195.03 INSPECTION.

It shall be the duty of the Village Engineer or in his absence the County or Sanitary Engineer to act in behalf of the Village to see that all improvements are constructed in accordance with the plans and specifications thereof. No grading, paving or installation of any of the various utilities shall be done without approval of the County Sanitary Engineer.
