(a) There is hereby established a Planning Commission consisting of five members: the Mayor, one member of Council, to be selected by Council for the remainder of his term as a member of Council, and three citizens of the Village, to be appointed by the Mayor, for terms of six years each; provided, however, that in the first three appointments made by the Mayor, he shall designate one appointment for six years, one appointment for four years, and one for two years. All members of the Commission shall serve without compensation.

(b) The Planning Commission shall have all of the powers, rights and duties as set forth in Ohio R.C. 735.15 and this Part Eleven - Planning and Zoning Code.
