No use permit shall confer any exclusive rights, privilege, license or franchise to occupy or use the public ways. No use permit shall convey any right, title, or interest in the public ways, but shall grant only the use and occupation of the specific public ways and defined portions thereof for the limited purposes and terms stated in the grant.
