All garbage, refuse and industrial waste emanating from premises within the Village shall be stored in a watertight container, either a bulk container or other metal or plastic container having handles and a tight fitting lid or in durable, leak-proof plastic bags securely tied. Storage containers shall be kept in such a place upon a given premises so as not to be visible from the street, other than on collection days. Yard and gardening wastes and similar materials should be securely tied in bundles not over four feet long, twelve inches across and should not weight over seventy-five pounds. Grass clippings, leaves and twigs may be stored in securely tied plastic bags; if such wastes are stored in cardboard boxes or other receptacles, they should be securely tied with tape or twine. Bulky items, such as refrigerators, all of which shall have their doors removed, that are too large to fit into a normally used type of collection vehicle, should be stored within the premises until special collection service is provided.

All owners of dead animals within the Village shall immediately notify the Street Superintendent to remove the same; provided, however, this section shall not apply to any person who immediately removes or disposes of such carcass of a dead animal in a manner satisfactory to the Street Superintendent, nor to animals slaughtered for food. Any owner or possessor of any animal which shall have died from disease, or shall have been accidentally killed, except when killed for human food, shall immediately report the same to the Street Superintendent. No person shall throw any such animal, or part thereof, or any vegetable or animal matter, filth or garbage, either solid or fluid, into any stream, cove or pool of water, or into any street, lane, alley or avenue or upon any public or private grounds within the Village.

(a) All commercial garbage haulers operating in the Village of Milan shall arrange to pick up garbage from their residential customers on Thursdays, and only Thursdays, unless, due to holidays or inclement weather, the commercial garbage hauler is forced to reschedule the pickup to the following day.

(b) The Village Administrator shall notify all commercial haulers operating within the Village of Milan of the adoption of this section.
