Prior to the Village Water Department filling a swimming pool, the customer requesting such service shall do the following:
(a) Notify and make arrangements for such service through the Superintendent of the Village Water Department, who shall have the right to deny such service if he feels the water supply of the Village is inadequate to meet such request and still serve regular Village water requirements.
(b) Prepay a fee of fifteen dollars ($15.00), plus an amount determined by applying the rate for monthly customers outside the corporate limits for 13,333 gallons to the total water used to fill a given pool.
