Applicants shall covenant that they will not assign, transfer, convey, sublet, sell, mortgage, pledge or encumber the telecommunications facilities that are subject to this chapter, or allow the use of such telecommunications facilities by any other person or entity, without in each instance having first notified and obtained the approval of the Village. Any person or entity to which such telecommunications facilities are assigned, transferred, conveyed, sublet, sold, mortgaged, pledged, or encumbered, or to which use of such telecommunications facilities has been allowed, shall be fully subject to the conditions of any related permit and to the provisions of this chapter.
