(a) No child under the age of eighteen years shall be outside the confines of his homesite and congregate, wander, loiter, or play upon the streets and other public places of the Village, between the hours of 11:00 p.m. and 5:00 a.m.
(b) No person having the control and custody of or being the parent or guardian of a minor shall knowingly permit such minor to be outside the confines of his homesite and to congregate, wander or loiter or play upon the streets and other public places of the Village, in violation of subsection (a) hereof, unless such person accompanies such minor public places.
