(A) Owners of real or personal property within the city who receive fire service.
(B) Owners of real or personal property in townships or cities to which the city provides fire service pursuant to a fire protection contract, and who receive fire service.
(C) Any person who receives the benefit of fire or rescue service to a motor vehicle (as defined herein), owned by such person whether within the city or in any township or city to which the city provides fire service pursuant to a fire protection contract.
(D) Any other benefitted person as defined herein.
