On or before May 21 of each renewal year, the City Council shall establish, by resolution, a schedule of rates for the collection of mixed municipal solid waste. Rates may be adjusted by resolution of the Council during any four-year license period upon making a finding that a substantial change in circumstance has occurred, making the existing rates unreasonable.
