Prior to certification of an assessment to the County Auditor, the owner of any property so assessed may, within 30 days after the adoption of the resolution by the City Council approving the assessment roll as prepared, pay a portion thereof provided the payments shall be in increments of not less than $100 and further provided that any principal balance remaining unpaid is not less than $100. The remaining unpaid balance will be spread over the period of time established by the Council for payment of the assessment by installations.
