§ 111.09 AWARD OF FRANCHISE.

The city may award a nonexclusive franchise to the highest and best bidder or bidders following each advertisement for bids. The city may also reject all bids. The city shall call for bids from time to time upon executive order of the Mayor or upon a majority vote of the City Council.
