The recipient of the franchise may charge for its services such rates as may be contained in the bid accepted by the city and may modify its rates at any time after 12 months from the date of the grant, upon 30 days' prior written notice to the city. The notice of change in the charge for services shall be for informational purposes only and the city shall not exercise any regulatory authority with respect to the rates charged by the holder of the franchise.
