§ 30.35 RULES; QUORUM.
   The conduct of each meeting shall conform with the standard parliamentarian rules as set out and defined in Robert's Rules of Order. Unless otherwise provided by statute, a majority of the Council constitutes a quorum and a vote of a majority of a quorum is sufficient to take action.
