On the first and third Monday of each month at 5:30 p.m. or at such an hour as the Council may designate; provided, however, if the first or third Monday of the month falls on a state or federal holiday, the regular meetings of the Council shall take place on the next day which is not a state or federal holiday. The Council shall conduct its regular monthly meeting in the City Hall Building.
