Notwithstanding any other provisions of this chapter, in the event an emergency arises so that a tree, bush or shrub presents an immediate threat to persons or property, or obstructs a public right-of-way, then the Mayor may take action as necessary and appropriate to eliminate the immediate threat or obstruction.
