(A) It shall be the responsibility of the Tree Advisory Board to develop and administer a written plan for the care, preservation, planting, removal and other disposition of trees and shrubs along streets, in parks and in other public areas. The plan will be presented to the City Council for their approval and shall constitute the official comprehensive tree plan for the city.
(B) The Tree Advisory Board shall choose its own officers, make its own bylaws, and keep a record of its proceedings. A majority of the members shall be a quorum for the transaction of business.
(C) The Tree Advisory Board will formulate an official street tree species list, hereinafter referred to as the Planting Manual, of desirable small, middle and large size trees. These will be the recommended species for all plantings in the city.
(D) The Tree Advisory Board shall make themselves available to the city and the public by having their meetings announced and open to the public. The Tree Advisory Board will also make copies of the written plan available to any interested citizen and welcome suggestions from the city and its citizens for the management and improvement of our urban forest. The Tree Advisory Board shall promote proper tree planting and maintenance through the observance of Arbor Day and other such activities.
(E) The Tree Advisory Board shall advise and/or recommend to the City Council or Mayor in situations where the tree ordinance needs to be enforced. The Tree Advisory Board will attempt to resolve complaints by citizens concerning trees. If the Tree Advisory Board is unsuccessful in settling a complaint, it shall send the complaint, and a recommended solution, to the City Council. If there is a complaint concerning a tree on private property, and the Tree Advisory Board or its representatives must enter the property, the Tree Advisory Board must get permission of the land owner or tenant before entering the property. If permission is refused, the Tree Advisory Board will refer the matter to the City Council for resolution.
