For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
LITTER. Garbage, refuse and rubbish as defined herein, and all other waste material which, if thrown or deposited as herein prohibited, tends to create a danger to public health, safety and welfare, and tends to reduce property values.
PUBLIC PLACE. Any street, sidewalk, alley, or other publicly-owned and publicly-used premises, whether owned in fee or as easements, and shall also include privately-owned property on which the public is customarily invited or entertained for social, religious, business or commercial purposes.
REFUSE. All putrescible and nonputrescible solid wastes including garbage, rubbish, ashes, street cleanings, dead animals, abandoned automobiles, and solid market and industrial wastes.
RUBBISH. Nonputrescible solid wastes, such as paper, wrappings, cigarettes, cardboard, tin cans, yard clippings, leaves, wood, glass, bedding, crockery and similar materials.
