§ 91.045 ACCESS BY WATER/SEWER CONTRACTORS TO CITY STREETS AND RIGHTS-OF-WAY.
   (A)   The city authorizes all contractors and subcontractors associated with the construction of water and sewer lines, and sewer plant facilities for the city, either directly or indirectly, to operate construction equipment, cars, trucks and other related vehicles upon the streets and property of the city.
   (B)   The operation of construction equipment and vehicles allowed by division (A) of this section shall be in accordance with normal safety practices and procedures, and the equipment and vehicles shall not be operated in a negligent manner.
   (C)   Engineers and contractors employed by the city for the construction of water lines, sewer lines and sewer plant expansion facilities shall be allowed to construct the facilities and lines within the right- of-way boundaries of any public streets of the city, or under public streets of the city, when so required by the final construction plans for a project.
