The driver of any truck of any contract or common carrier of goods for hire entering and passing through the city in transit, not for the purpose of delivery or receiving goods therein, may operate the truck only on public highways designated and maintained by the State Department of Highways, and shall not operate the truck on a street maintained by the city.
