§ 70.38 EXEMPTIONS.
   The provisions of this subchapter shall not apply to the following:
   (A)   A motor vehicle manufactured before July 1, 1966;
   (B)   A motor vehicle or passenger van with a physically or psychologically handicapping condition which would prevent appropriate restraint in a safety belt or child safety restraint; provided, however, that the condition is duly certified by a physician who shall state the nature of the handicap, as well as the reason the restraint is inappropriate; and provided, further, that the written certification is in the possession of the driver or passenger, as applicable, at the time of the conduct in question; or
   (C)   A motor vehicle which is not required to be equipped with a safety belt system under federal law.
