(A) The following rates for water usage shall apply to all customers of the city water services, effective December 1, 2010, with the first meter reading after enactment of this section:

(B) Bulk water dispensed at the city bulk water facility shall be at the cost of $3.56 per 1,000 gallons, with the effective date of this section.
