§ 37.04 ADMINISTRATION.
   (A)   The Mayor is the Chief Administrative Officer of the city. With the exception of matters and appointments reserved to the Council by statutory provisions, the authority and responsibility for the conduct and administration of all functions of the city and of its departments is vested in the Mayor. Under the overall guidance of the Mayor, final authority, in the form of review and approval, is reserved by the Council with regard to all personnel matters and subjects covered by these policies and procedures.
   (B)   The Mayor's designee for personnel functions in the city is the City Clerk/Treasurer/ Administrator.
