Volunteer work projects shall be supervised by an appropriate designee, who has been approved by the City Council or by the Mayor. The designee may be an employee of the city, or may be a volunteer selected by the city for the purposes of coordinating and supervising volunteers to perform work for the good of the city and its citizens.
