2-2-3: POWERS OF COMMISSION:
The zoning commission shall:
   (A)   Recommend the boundaries of the zoning districts and appropriate regulations to be enforced therein.
   (B)   Prepare a tentative report and proposed zoning ordinance for the entire village.
   (C)   Hold a hearing thereon and shall afford persons interested an opportunity to be heard, by publishing notices of such hearing at least fifteen (15) days in advance thereof in a newspaper of general circulation in the village, which notice shall state the time and place of hearing and the place where copies of the proposed ordinance shall be accessible for examination by interested parties. The hearing may be adjourned from time to time.
   (D)   Make a final report within thirty (30) days after the final adjournment of such hearing, and submit the proposed ordinance for the entire village to the board of trustees, to be enacted with or without change, or to be referred back to the commission for further consideration.
