10-18-1: DEFINITIONS:
As used in this chapter:
PARK IMPROVEMENTS: Cost associated with: maintenance, repair and upgrade of public amenities within the park zones, including bathroom facilities, playground equipment, lighting, street signs, pedestrian and bicycle facilities, and fences.
PARK ZONE: Any recreation facility and area on any land owned or operated by the Midlothian park district ("park district") that is used for recreation purposes, including, but not limited to: parks, playgrounds, swimming pools, hiking trails, bicycle paths, picnic areas, roads and streets, and parking lots.
PARK ZONE STREET: Any portion of any street or intersection adjacent to or within a park zone that has been established as a park zone street in section 10-18-7 of this chapter where signs have been posted by the village of Midlothian identifying a street or portion of a street as a "park zone street" and stating the maximum speed limit is twenty (20) miles per hour.
SAFETY PURPOSES: Costs associated with: park zone safety education and targeted traffic enforcement activities; the purchase, installation, and maintenance of signs and caution lights mounted on park zone signs; pavement markings; pedestrian and bicycle safety infrastructure; and any other expense associated with park zones and park zone streets.
