Any person violating the provisions of this chapter shall be fined not less than twenty five dollars ($25.00) nor more than the penalty as provided in section 1-4-1 of this Code or the maximum allowed by State Statutes for each offense except that any person violating section 10-1-1 of this chapter pertaining to driving on a suspended license shall be fined not less than five hundred dollars ($500.00) for a first offense and not less than seven hundred fifty dollars ($750.00) for a second offense.
