1-22-6: POWERS AND DUTIES WITH REFERENCE TO VILLAGE ADMINISTRATOR:
The village administrator shall perform the duties set forth in the job description for such position and as set forth in this chapter. If there is a conflict between the job description and the provisions of this chapter, the provisions of this chapter shall prevail over the provisions of the job description.
The village administrator shall be responsible to the village president for the management and operation of all of the affairs and the departments of the village as set forth in the job description or as directed by the village president. He may, if so provided in his job description or if directed by the village president, have the management and control of all matters and things pertaining to the operation and maintenance of the properties of the village and of all of the departments of the village, including the department of public works, the fire department, the police department, the health department, the building department and the general offices of the village, except as provided otherwise in this code. He may also, if so provided in the job description or if directed by the village president, have supervision of such other administrative agencies and departments and officers as may be hereafter created by the village board unless the management and control of such departments and officers is expressly delegated elsewhere. He shall perform his duties in conformity with the ordinances of the village, state and federal laws, and with the rules of the police and fire commission. Specifically, but not in limitation of the above, he shall have the following powers and duties:
   (A)   He shall recommend to the village president and to the board the appointment of all officers of the village who are required by law to be appointed by the village president with the advice and consent of the village board, and he may recommend to the village president the appointment of employees and officers who are required to be appointed by the village president. He shall further recommend the removal or suspension of any such officer or employee when such removal or suspension shall be consistent with the best interests of the village. All such recommendations for appointment or removal shall be based on merit and on the qualifications or disqualifications of such officer or employee without regard to political belief or affiliation.
   (B)   He shall attend all committee of the whole meetings and board meetings of the village board unless excused therefrom by the village president, except when his removal is under consideration by the board. He shall have the privilege of taking part in the discussion of all matters coming before the board and shall be entitled to notice of all meetings, regular and special, of the board. He shall also attend all other committee or commission meetings as directed by the village president.
   (C)   Meet the public on behalf of the village president and village board, receive suggestions, hear and investigate complaints in relation to all matters concerning the affairs of the village or any department or division thereof and shall investigate all complaints in relation to matters concerning village services and village administration.
   (D)   He shall obtain information on federal, state, county and other grants, determine if the village qualifies for such grants and prepare and submit such grant applications, as well as prepare all schedules, papers, and other documents required to be provided with such grant applications.
   (E)   He shall provide advice regarding economic development initiatives within the village, including, but not limited to, negotiating with businesses, developers and other agencies.
   (F)   He shall consult with the village engineer, corporation counsel and department heads as necessary to carry out his duties.
   (G)   The village administrator, as a full time employee, shall work such hours as shall be necessary to perform the duties required and to the discharge of his official duties.
   (H)   He shall coordinate and supervise administrative work including: coordinate the payment of approved salaries, wages, and bills; preparation and use of authorized forms; review fidelity bonds and insurance; preparation and release of articles and information to keep the public informed of its village government; and informing the village president and village board of current federal and state legislation affecting the village.
   (I)   Assist the village president, the corporation counsel and other elected officials in the enforcement of the laws of the state and the ordinances of the village.
   (J)   Take charge of and manage the village hall and all other village buildings and properties not specifically assigned to other officers or agencies of the village for management as directed by the village president.
   (K)   Administer the employment and personnel policies of the village as approved by the village president and the village board. Recruit, interview, and employ necessary personnel for the several village departments and offices as required.
   (L)   Recommend amount of all salaries or wages of village employees not fixed by the village board or not required to be fixed by the village board pursuant to ordinance.
   (M)   Coordinate operations affecting more than one department, office, and officers of the village as directed by the village president.
   (N)   Make, or cause to be made, monthly and annual reports to the village president and village board of the activities of all departments under his jurisdiction.
   (O)   Supply such information and recommend such measures to the village president and village board as may be deemed advantageous to the village.
   (P)   Inform succeeding village presidents and village boards of the general principles of administrative programs and policies of previous administrations so that a continuity of programs and policies may be possible.
   (Q)   He shall perform such other duties as may be required of him by the village president from time to time or by his job description consistent with this code and/or the statutes of the state of Illinois. (Ord. 1759, 8-24-2011)
