Any person desiring to install any Portland cement concrete sidewalk on any public street or place in the village shall, before beginning such work, obtain a permit to install the same from the clerk, and before such permit shall be issued, the person shall pay for such permit a sum equal to forty cents ($0.40) per linear foot of sidewalk to be installed; provided, however, that the minimum fee for such permit shall be fifty dollars ($50.00).
It shall be unlawful to construct or install any sidewalk during any period beginning October 1 and ending April 30. (Ord. 929, 5-24-1978)
