Nothing contained in this chapter shall be deemed to prohibit, modify, prevent or otherwise affect the ability of the Illinois department of public health, any state certified local public health department, the village police department or any individual personally affected by repeat violations to institute, in a circuit court, an action to enjoin violations of the smoke free Illinois act or this chapter.
