8-3-2: OBSTRUCTING SURFACE DRAINAGE:

It shall be unlawful for any person to erect any building, structure, or retaining wall, or to deposit any filling of earth, ashes, rubbish, rubble, concrete, masonry or any kind of dump in a natural or artificially created drainage course so as to interfere with, block, divert or hinder the drainage of surface waters. (Ord. 508, 10-11-1961)
