6-2-6: RUNNING AT LARGE PROHIBITED:
   (A)   It is unlawful for the owner of any dog or domestic cat to permit the animal to run at large. A dog or domestic cat is deemed to be running at large when such animal is off the property of the owner and is not on a leash held by a human being. It shall be unlawful for any owner to allow an animal to cross outside the property line of its owner to any extent, including reaching over or under a fence, or to keep or allow said animal to be outdoors on an unfenced portion of the owner's property, unless the animal is leashed and under the control of its owner. It shall be an unlawful failure to restrain for an animal to attack, bite, threaten, or jump on any person without that person's consent, outside the property of the animal's owner. Said animals can be declared a public nuisance and the owner subject to a fine.
   (B)   Village personnel shall attempt to contact the registered owner of any dog or cat, displaying a license tag, found running at large. It is the owner's responsibility to claim the animal within two (2) hours after receiving the telephone call. If the animal is not claimed within the two (2) hour time period, it will be taken to a local animal shelter deemed appropriate by the village and said animal will not be the responsibility of the village. The owner will be charged a fee, payable to the village, for the transportation costs of the animal to the animal shelter.
   (C)   It is the owner's responsibility to claim the dog or cat from said shelter. An owner claiming an impounded animal must pay a fee directly to the animal shelter plus provide proof to the shelter that they have paid the village's transportation fee.
   (D)   If any dog or cat is discovered not appropriately registered with the village and the owner is identified, said owner will have three (3) working days from the date the at large dog or cat is discovered to obtain a license and tag for said animal and be subject to a fine.
   (E)   No person shall hinder or interfere with the efforts of any village personnel lawfully engaged in catching or impounding any dog or cat or shall be subject to a fine. (Ord. 1563, 1-22-2003)
