4-11-2: ILLINOIS PLUMBING CODE ADOPTED:
   (A)   Code Adopted: There is hereby adopted by the Village of Midlothian for the purpose of establishing rules and regulations for the construction, alteration, removal, demolition, use of equipment, use, occupancy, location, and maintenance of building structures, including permits and penalties, a Plumbing Code known as the Illinois Plumbing Code (77 Ill. Adm. Code 890) as required by the State of Illinois, Department of Public Health. The Illinois Plumbing Code (77 Ill. Adm. Code 890) is adopted with local amendments and incorporated by this reference as though fully set forth herein. From the date on which this section shall take effect, the provisions thereof shall control the construction of buildings and other structures therein contained within the corporate limits of the Village.
   (B)   Amendments: The Illinois Plumbing Code (77 Ill. Adm. Code 890) is amended with the following local amendments:
      1.   Pursuant to 17 Ill. Admin. Code 3730.307(c)(4) and subject to the Illinois Plumbing Code (77 Ill. Admin. Code 890) and the Lawn Irrigation Contractor and Sprinkler Registration Code (77 Ill. Admin. Code 892), all new plumbing fixtures and irrigation controllers installed after November 15, 2015 shall bear the WaterSense label (as designated by the U.S. environmental Protection Agency WaterSense Program), when such labeled fixtures are available.
      2.   The first sentence of Section 890.1190-b) shall be deleted in its entirety and replaced with the following: "The utility meter (water meter) shall be located within the building. Meter vaults are prohibited unless approved by the Superintendent of Public Works or Building Superintendent" (Amends Section 890.1190-b).
      3.   Water Service Pipe Sizing. For all new construction, water service piping from the street main into the building shall be a minimum size of one and a half inches in diameter, type K copper. Existing residential water service piping from the street into the building shall be a minimum size of one inch in diameter. (Amends Section 890.1200-a)
      4.   Building drainage/vent pipes shall consist of the following approved materials:
         (a)   Brass pipe. (77 Ill. Adm. Code 890, Appendix A, #2)
         (b)   Cast iron pipe. (77 Ill. Adm. Code 890, Appendix A, #3)
         (c)   Chlorinated polyvinyl chloride (CPVC) only for chemical waste drainage systems (77 Ill. Adm. Code 890, Appendix A, #4)
         (d)   Copper/copper alloy. (77 Ill. Adm. Code 890, Appendix A, #5)
         (e)   Copper/copper alloy tubing - Type K, L or M. (77 Ill. Adm. Code 890, Appendix A, #6)
         (f)   Galvanized steel pipe. (77 Ill. Adm. Code 890, Appendix A, #7)
         (g)   Glass fiber borosilicate. (77 Ill. Adm. Code 890, Appendix A, #8)
         (h)   High silicone content cast iron pipe. (77 Ill. Adm. Code 890, Appendix A, #9)
         (i)   Polyvinyl chloride (PVC) pipe and fittings. (77 Ill. Adm. Code 890, Appendix A, #11)
         (j)   Solder. (77 Ill. Adm. Code 890, Appendix A, #14)
         (k)   Stainless steel - types 304 and 316L. (77 Ill. Adm. Code 890, Appendix A, #15)
         (l)   Stainless steel buttweld fittings. (77 Ill. Adm. Code 890, Appendix A, #16)
         (m)   Stainless steel flanges. (77 Ill. Adm. Code 890, Appendix A, #17)
         (n)   Identification of piping systems per ASME A13.1-2007. (77 Ill. Adm. Code 890, Appendix A, #18)
(Amends Section 890 by deleting items 1, 10, 12 and 13 of Appendix A)
      5.   Building sewer pipes shall consist of the following approved materials:
         (a)   Polyvinyl chloride (PVC) pipe-white and
         (b)   SDR - 26 green (77 Ill. Adm. Code 890, Appendix A)
         (c)   Piping systems as provided by ASME A13.1-2007. (77 Ill. Adm. Code 890, Appendix A, #12);
(Amends Section 890 by deleting items 1, 2, 3, 4, 5, 6, 8, 9, 10, and 11 of Appendix)
      6.   Water service piping shall consist of the following approved materials:
         (a)   Cast iron (ductile iron) water pipe 2 inches and larger for commercial use. (77 Ill. Adm. Code 890, Appendix A, #3)
         (b)   Copper/copper alloy pipe. (77 Ill. Adm. Code 890, Appendix A, #5)
         (c)   Copper/copper alloy tubing. (77 Ill. Adm. Code 890, Appendix A, #6)
(Amends Section 890 by deleting items 1, 2, 4, 7, 8, 9, 10, 11, 12, 13, 14, and 15 of Appendix A)
      7.   Water distribution pipes shall consist of the following approved materials:
         (a)   Brass pipe. (77 Ill. Adm. Code 890, Appendix A, #1)
         (b)   Copper/copper alloy pipe. (77 Ill. Adm. Code 890, Appendix A, #3)
         (c)   Copper/copper alloy tubing - Type K, L or M (77 Ill. Adm. Code 890, Appendix A, #4)
         (d)   Galvanized steel pipe. (77 Ill. Adm. Code 890, Appendix A, #7)
         (e)   Stainless Steel pipe. (77 Ill. Adm. Code 890, Appendix A, #10)
         (f)   Welded copper water tube. (77 Ill. Adm. Code 890, Appendix A, #11)
         (g)   Lead free solder. (77 Ill. Adm. Code 890, Appendix A, #12)
(Amends Section 890, by deleting items 2, 5, 6, 8, and 9 of Appendix A)
      8.   Gravity Sewer: Only overhead sewers shall be allowed for new construction in the Village as required by 3-5-3(I) of the Village Code.
   (C)   Penalty: Any person violating any provision of this chapter shall be fined not less than one hundred dollars ($100.00) nor more than the penalty as provided in section 1-4-1 of the Village Code or the maximum allowed by State Statutes for each offense, and a separate offense shall be deemed committed on each day during or on which a violation occurs or continues.
