Every person, whether acting as an individual owner, employee of the owner, operator or employee of the operator, or whether acting as a mere agent or independent contractor for the owner, employee or operator, or acting as a participant or worker, who in any way, directly or indirectly, gives massages or operates a massage establishment or provides any of the services defined in this chapter without first obtaining a license and paying a fee to do so in accordance with this chapter, or whosoever shall violate any provisions of this chapter shall be guilty of a business offense and shall be subject to a fine not to exceed seven hundred fifty dollars ($750.00) for each offense.
