3-1-3: APPOINTMENTS TO SWORN POSITIONS:
   (A)   The Chief of Police shall be appointed by the Village President, with the advice and consent of the Board of Trustees, for a term of one year unless the Village Board authorizes the Village President to sign a contract with the Chief for a longer period of time. The Chief may be removed by the Village President upon the Village President filing with the Corporate Authorities the reasons for such removal or discharge, which removal or discharge shall not become effective unless confirmed by a majority vote of the Corporate Authorities. If the Chief of Police holds a rank or position attained under the Board of Police and Fire Commissioners, he shall revert to the rank or position if he is not reappointed Chief of Police upon the expiration of his term or if he resigns as Chief or is discharged as Chief prior to obtaining eligibility to retire on pension.    (B)   The Deputy Chief of Police shall be appointed by the Chief of Police from any rank of sworn, full time officer with at least five (5) years of full time service as a police officer in the State of Illinois. The Deputy Chief of Police's position shall be an exempt rank immediately below that of Chief. He shall serve at the discretion of the Chief of Police and, if removed from the position, shall revert to the rank held immediately prior to the appointment to the Deputy Chief position.    (C)   The Administrative Aide to the Chief of Police shall be appointed by the Chief of Police and the position shall be a civilian position. The Administrative Aide to the Chief of Police's position shall be an exempt position. He shall serve at the discretion of the Chief of Police. The Administrative Aide shall have those duties assigned from time to time by the Chief of Police.
   (D)   All original sworn appointments (except part time police officers and auxiliary police officers) to the police department and promotions within the department, other than the chief of police, deputy chief of police and administrative aide to the chief of police shall be made and effected by the board of fire and police commissioners as prescribed by village ordinance or state statute.
