§ 110.23  REFUSAL TO ISSUE REGISTRATION CERTIFICATE; APPEAL.
   Any applicant refused or denied a certificate under this chapter may appeal to the Town Council for review of such refusal or denial. Such appeal shall be in writing, and shall be delivered to the Town Clerk within 30 days after notice of such refusal or denial.
