SECTION 3. OFFICERS; HOW ELECTED.
   All officers provided to be elected in the Charter shall be elected upon one ballot, and without any party designation of any kind upon such ballot.
   The name of all candidates shall be placed under a proper heading designating the title of the office to be selected.
