§ 37.024 APPLICATION AND ADVERTISEMENT OF VACANT POSITIONS.
   When a vacancy occurs, announcements for positions, other than those filled from within, shall be publicized in a manner determined to be most beneficial to the city by the Mayor as the city personnel officer subject to City Commission oversight and input. Current city employees may be notified of the vacancy by placing written notice(s) in strategic locations throughout city offices. Notices posted will include position title, summary of duties, position qualifications, and the time limit for applying. Employees who wish to apply for the position must present a completed Employment Application Form to the City Clerk. The City Commission may fill the vacancy by either promoting a current employee or employing a person from outside of the existing city government organization. When announcements of vacant position(s) are made outside of the organization, any of the following procedures may apply:
   (A)   The city's open application policy allows persons interested in employment with the city to complete an Employment Application Form at any time, regardless of whether a vacancy exists, indicating the position(s) applicable. A completed Employment Application Forms will be considered active for a period of three months. Positions shall be left open for application for at least ten days unless the Commission waives this requirement.
   (B)   The city may advertise all vacant position(s) in a newspaper or other form of media. All announcements will include such information as where to apply, deadline for applications, pay range for the position, summary of duties, and position qualifications. All written announcements of vacant position(s) will also contain the following statement, “An Equal Opportunity Employer.” Written announcements of vacant position(s) also may include, “Any applicant who needs an ADA accommodation in the employment selection process will request the accommodation from the City Clerk.”
