All licenses granted under this chapter shall be approved and issued by the ABC Administrator and shall be good for one year, through the license expiration date of October 31. All license fees from licenses issued under this chapter shall be collected by the ABC Administrator. Fees for licenses approved for a portion of the license year shall be pro-rated.
